Summary

As a Program Analyst GS-0343-12, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for coordinating program planning processes and working with managers in developing program and operational plans, scheduling, goals and objectives; providing expertise and advising managers on the development of plans for new or revised programs, operations and functions in light of budgetary guidelines and constraints, priorities and objectives.

Duties

Conducts quality assurance reviews in an assigned major area of functional activity, e.g., financial records and accountability; policy and program management; transaction processing; or data systems. Plans and designs quality assurance reviews and management studies covering selected operational areas and functions for which HI is responsible. Coordinates and conducts various internal control activities, including vulnerability assessments to determine the adequacy of safeguards against waste, fraud, or abuse. Utilizes statistical sampling procedures to obtain scientifically valid estimates, works with other staff to institute modifications needed to maintain currency of appraisal methods and revises study plans or coverage to reflect program changes. Analyzes budget estimates prepared by managers or staff budget analysts for adequacy and conformance with guidelines, limitations, and agency policies. Develops and conducts studies, operational tests, pilot programs and similar efforts directed to improving the efficiency of operations and the quality and timeliness of service. Establishes and administers forms design principles for HI; ensuring that all forms are compliant with current regulations.

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. Qualifications

For the GS12: You must have one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent (obtained either in private or public sector) which demonstrates ALL of the following activities: Gathering and analyzing information to assist in developing presentations on findings, conclusions, and recommended actions; Assessing program goals, objectives, and accomplishments using a variety of analytical and evaluative methods; AND Serving as a team member or lead in conducting quality assurance reviews in one of these major areas of functional activity: financial records and accountability; policy and program management; transaction processing; or data systems. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
