The Water Resources Technician supports the management and protection of the City’s water resources in line with regulations. This role administers the Municipal Separate Storm Sewer System (MS4) program, Stormwater Pollution Prevention Program (SWPPP), and Surface Water Management Plan (SWMP), while engaging in related initiatives. It requires technical expertise, regulatory knowledge, strong communication skills, and collaboration with internal departments, external agencies, and community stakeholders to achieve water resource objectives.
The position is within the AFSCME Union, and it works 40 hours per week.

Minimum Qualifications
Desirable Qualifications
Bachelor’s in environmental science, water resources, or related field. Experience with GIS, GPS, and surveying. Valid Minnesota Erosion and Stormwater Management Certification.
Essential Job Functions
Stormwater and Water Resource Management
Manages the City’s MS4 program to ensure compliance with NPDES permits, including public participation. Updates the SWPPP and SWMP. Reviews stormwater modeling and design calculations for projects. Enforces water resource policies and recommends updates. Conducts inspections of stormwater infrastructure, evaluates conditions, and suggests maintenance. Investigate drainage, flooding, and water quality issues. Oversees stormwater capital improvement projects and ensures compliance with privately maintained BMPs. Responds to reports of illicit discharges.
Erosion Control and Construction Oversight
Assists with MS4 compliance site inspections for private and public projects. Review development plans and building permits for erosion control and compliance with water resource regulations. Collaborates on water resource enforcement actions.
Customer Service and Internal Support
Delivers courteous customer service to align with the City’s goals. Collaborates with staff on capital improvement projects and provides technical guidance for water resource programs. Develops and documents training initiatives for MS4 program compliance, including stormwater topics. Performs additional duties as assigned by the City Engineer.
Survey and Miscellaneous Support
Assists with data collection and surveys for water resource projects. Supports assigned capital improvement and maintenance projects, and completes additional duties as needed.
Public Engagement and Education
Participates in City events to educate residents on water resource topics. Develops and promotes educational initiatives, including brochures and digital content. Engages with businesses, civic groups, residents, and schools to encourage environmental stewardship and best practices in water management. Responds to public inquiries professionally to build confidence in the City’s water management efforts.
Regulatory Compliance and Collaboration
Manages the City’s MS4 program and NPDES stormwater permit, preparing annual compliance reports. Will conduct REU calculations for stormwater fees and act as the City liaison to the Lower Rum River Watershed Management Organization. Ensures stormwater goals and practices comply with regulatory standards and manages water resource grants and efficiency rebates.
