Primary Objective

The City of Bloomington is seeking an individual to conduct building, plumbing, electrical, and mechanical inspections for single family homes and conventional remodeling projects in commercial or residential structures.

Examples of Duties

  • Inspect building, plumbing, and HVAC installations for consistency with codes and approved plans
  • Review permits, plans, and materials to ensure they are consistent with codes and approved plans
  • Inspect all types of structures, signs, site grading and erosion control provisions for consistency with codes and approved plans.
  • Issue certificates of occupancy
  • Conduct inspections for housing code compliance
  • Create and maintain electronic logs and records via the divisions permitting software
  • Assist Division Manager in training employees
  • Inform supervisor promptly of matters which are important to the City's interest or the public health, safety, and welfare
  • Investigate complaints to determine whether code violations exist
  • Research new products and methods used in construction
  • Verify contractor licensing
  • Provide information responding to people's questions about codes and city procedures
  • Perform other duties as apparent or assigned
  • Effective time management to ensure on time arrival to scheduled inspections and completion of duties assigned
  • Effectively use technology to perform essential job duties

Knowledge, Skills, & Abilities Required

  • Building, plumbing, electrical, and HVAC installations conform to codes as a result of inspections
  • Demonstrates effective oral and written communication skills
  • Ability to effectively utilize technology and computer programs within B & I division
  • Ability to ensure inspections, reports, plan reviews, and related tasks are completed on schedule
  • Oral communication is calm, clear, and presented with confidence
  • Public communication is responsive, considerate, and respects the need for confidentiality
  • Maintains effective work relationships with supervisor, coworkers, industry professionals, contractors, and residents
  • Keeps up to date on and complies with administrative policies and procedures
  • Promptly identifies and corrects violations and/or complaints
  • Reports and written communications are clear, brief, and accurate
  • Promptly responds to complaints or questions regarding program areas
  • Work inspected consistently conforms to code requirements

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS

  • Demonstrated knowledge of the International Building Code and/or Minnesota State Plumbing Code and/or MN Mechanical or Fuel Gas Code and/or National Electrical Code, and inspection procedures, or applicable codes as determined by the City
  • The minimum qualifications of a Trade Inspector as determined by the City
  • Two years municipal building and trade inspection experience or equivalent years of experience in Building construction as determined by the City.
  • Demonstrated mechanical aptitude and ability to understand plans
  • Valid driver's license
  • State of MN Certified Building Official or ability to obtain within one year

Desirable Qualifications

  • ICC certified as a building, plumbing, mechanical, or electrical inspector or ICC Plans examiner
  • State of MN Delegation for inspections or plan review
  • Ability to speak a second language that is prevalent in the community

Anticipated Hiring Range: $4 4.65 – $4 9.22 Hourly

2025 Full Salary Range: $44.65 – $55.40 Hourly
