Position Purpose

Accountable for oversight of the completion of compliance tasks associated with the Safe Drinking Water Act (SDWA), Clean Water Act (CWA) and treatment optimization for Veolia Municipal Water Delaware and Bethel operations. Ensures that the water quality of the Delaware and Bethel operations consistently meets and exceeds water quality standards as required by the state and federal regulatory agencies. Maintain compliance with environmental, governmental, and drinking water laws and regulations and in accordance with operating permits. These tasks are related to the collection, analysis, and reporting of SDWA/CWA compliance samples for both existing and emerging regulations. Accountable for the joint development of, implementation of and adherence to the Water Quality Program of Delaware and Bethel operations. This position will directly supervise Water Quality Specialists and Samplers in Delaware to ensure compliance is maintained. This includes annual review, development and objective oversight for all direct reports.

Primary Duties/Responsibilities

  • Direct supervision of the Water Quality Sampler within the Water Quality department of Delaware to ensure compliance with all applicable state and federal regulations pertaining to the Safe Drinking Water Act (SDWA) and Clean Water Act (CWA).
  • Engage with local regulatory officials, government officials, commercial laboratories and customers regularly to develop and/or maintain a positive working relationship to support the company.
  • Functions as a regulatory and community liaison for issues that pertain to water quality, protection of source water quality, permitting, etc.
  • Coordinates as needed with EH&S Manager, and interface with Operations to ensure compliance and major program efforts.
  • Serves on an Emergency Supervisory Rotation (e.g., as 24-hour on call for water quality related emergencies) for the Delaware BU, and provides water quality assistance during plant emergencies.
  • Responsible for ensuring all monitoring requirements based on state and federal requirements are met.
  • Lead and take the overall responsibility for preparing and maintaining required records and reports of the analyses to report to applicable agencies.
  • Lead and take the overall responsibility for sample collection schedule and analysis to ensure required samples are collected in accordance with all applicable State and Federal schedules.
  • Participates in all compliance programs and audits and serves as subject matter lead.
  • Respond to Water Quality complaints or issues, taking appropriate corrective action including notification to management.
  • Monitor and track all water quality and water allocation permits related to the existing and future facilities.
  • Lead the WQ team to identify root cause of water quality/treatment problems, and to support activities to improve water quality, along with Operations and Engineering departments.
  • Responsible for providing the appropriate water quality information for the annual capital and operating budgets.
  • Review laboratory procedures and recommend new methods, analytical instrumentation, and electronic data management procedures on an as needed basis.
  • Developing and continuously improving Standard Operating Procedures (SOP's).
  • Ensures the training and development of WQ employees to equip them to perform their assigned duties efficiently and effectively.
  • Provide technical training on water quality issues and regulations to appropriate personnel.
  • Leads by example in promoting a safety/compliance culture.
  • Oversees Water Quality Staff's implementation of the Company's Safety Program, conducting periodic department safety and training programs and assures that subordinates are properly trained in and utilize appropriate safety gear and protection devices.
  • Travel to each area of responsibility as needed.
  • Complete special assignment on an as requested basis.

Qualifications

Education/Experience/Background:

  • Bachelor's degree in Chemistry, Environmental or related science is required. Master Degree in related field preferred.
  • Seven (7)+ years of overall experience in Water/Wastewater Quality/Environmental compliance reporting preferably working with drinking water or wastewater treatment plants, or other processes/facilities (e.g. industrial waste treatment) that are governed by Federal or State environmental regulatory agencies.
  • 2 - 5 years related experience in water utility operations, preferred.
  • 3 to 5 years of Supervisory Experience is required.

Knowledge/Skills/Abilities

  • Good leadership, strong organizational and presentation skills, attention to detail, neatness, orderliness and accuracy.
  • Extensive knowledge of State and Federal SDWA, CWA regulations, and water treatment processes.
  • Ability to prioritize workload to maintain efficiency and completing all assigned tasks.
  • Ability to interface effectively with all levels of management, co-workers, customers, and regulatory agencies utilizing excellent communication and interpersonal skills, both written and oral.
  • Proficiency in Microsoft applications, Google Workspace, and using analyzers to determine water quality results.
  • Proficient in database software and integration with other programs, i.e. GIS, SCADA, SAMS.
  • Must possess and maintain a valid driver's license, if operating a company vehicle.

Physical Requirements

This position will primarily work in an office environment, but when special assignments are needed, may need to work in a variety of environments including: outside during inclement weather, inside water plants, customer premises, pumping stations, roadways and other areas.
