Why does the job exist?

This position exists to provide support, consultation and assistance to all levels of management and leadership regarding all labor related human resource activities. The Labor Specialists II must ensure a high level of confidentiality, quality, professionalism, and unbiased assessment and recommendations, pursuant to NMDOH policy, NMAC and our Union contracts, regarding appropriate next steps for all aspects of employee relations including grievances, disciplinary actions, investigations, and union concerns. This position will also be assigned to function as the Drug & Alcohol Coordinator, Investigations Coordinator, FMLA Coordinator, or Alternate Dispute Resolution Coordinator based on experience and current staffing of the bureau. In addition, Coordinator roles are assigned base on staff skills and experience, as well as interest in the role and are subject to change based on business needs.


How does it get done?

The Labor Specialist II is in constant communication with their assigned Divisions/Facilities and must be able to multitask, analyze, review, write, edit, and make recommendations on disciplinary actions, labor relations issues/concerns, employee evaluations, NMDOH policy, NMAC, and our union collective bargaining agreements. The ideal candidate must ensure that analysis and recommendations are in alignment with NMDOH Policy, State Personnel Rule in NMAC, our Union Collective Bargaining Agreements, and local, state and federal laws. Additionally, the Human Resources Bureau (HRB) represents and supports all NMDOH staff, therefore diversity is welcomed at the NMDOH and protected by HRB.

All NMDOH employees, managers/supervisors, senior leadership, and other state agencies.


Ideal Candidate

Will have:

  • Excellent Communication skills including the ability to actively listen to our staff and employees.
  • Experience working with the State of New Mexico's collective bargaining agreements with both AFSCME and CWA.
  • Experience in drafting and editing of disciplinary actions and grievance responses.
  • The ability to be patient, dignified, courteous, professional, and respectful in any and all interactions with our staff and leadership.
  • Experience and knowledge of the FMLA, ADA, NM Human Rights Act, and SPO Board Rule.
  • The ability to actively listen and research all information before making next step recommendations.
  • The ability to follow the direction of SoNM, NMDOH, and HRB leadership regardless of personal opinion bias.
  • A desire to work with and protect the rights of all NMDOH employees.
  • The ability and desire to learn, work independently, critically think, be able to work in person at the office with NMDOH staff.
  • To model and support all NMDOH initiatives on behalf of the constituents in the State of New Mexico.
  • The ability to work in partnership with other SoNM agencies, including the State Personnel Office (SPO).


Minimum Qualification

Bachelor's Degree in any related field and two (2) years of experience related to human resources operations, conducting investigations, documenting findings and disciplinary actions, collective bargaining, or problem resolution. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
