Position Purpose

Under the general supervision of the City Engineer, or Assistant City Engineer, performs a variety of highly responsible technical duties involving field construction layout, project management, and quality assurance for public works projects. Coordinates Engineering Department field activities with other City departments, public utilities, and commercial projects. Assists in the review of soil erosion and sedimentation plans, and other permits Engineering Department is responsible for. Performs related duties as assigned.

Reporting to the City Engineer, with direction from the Assistant Director of Engineering, daily activities are performed with considerable independence and latitude. The Engineer, or Assistant Engineer, is consulted on policy questions and unusual situations. Work is evaluated through review of reports and construction programs.

Management Responsibilities

  • Act as a field supervisor/project manager for other engineering staff, including permanent and seasonal employees.
  • As a project inspector, monitors and inspects the work of contractors to assure work is performed according to contract specifications and high quality construction practices. Completes and maintains timely records and progress reports.
  • Reviews and approves Engineering Department permits for sidewalks, driveways, and other work by private contractors or residents in the City right-of-way, and inspects work and progress and upon completion.
  • Conducts and supervises field tests relating to the quality of workmanship and materials.
  • Conducts pre-construction meetings on behalf of the department with department public works project contractors and commercial projects. Coordinates construction activities with other City departments, residents, and public utilities.

Administrative Responsibilities

  • Answers inquiries; receives, reviews, and resolves complaints from residents with regard to ongoing department construction projects and activities.
  • Assists in the review of individual soil erosion and sedimentation plans, and performs soil erosion and sedimentation control inspections.
  • Reviews contractor requests for progress payments, and makes recommendations to the City Engineer.
  • Prepares sketches and drawings for use in preliminary engineering and design work.
  • Prepares and maintains permanent department records of streets, sewer, and water utilities.
  • Creates and updates drawings and maps in digital format.
  • Uses transit, level, chain etc. to collect data and field information for engineering studies.

Education And Experience Requirements

  • Possession of a high school diploma, or its equivalent, supplemented by substantial college or technical coursework in civil engineering, construction, or closely related field.
  • A minimum of 3 years work experience in construction project field inspection and management.
  • Knowledge of streets, sidewalks, sewer and water construction, excavation and grading, and soils. Knowledge of water distribution.
  • PC skills in a window based environment. Experience with FieldManager, FieldBuilder, and BS&A preferred. GIS knowledge a plus.
  • Be a Certified Stormwater Operator and SESC Inspector or be able to obtain within 1 year of hire date.
  • A combination of relevant work and education experience will be considered

Physical And Environmental Requirements

  • Must be able to lift over 50lbs
  • Must be able to sit or stand for long periods of time
  • Must be able to work outside in extreme conditions

  • This is a full-time position within AFSCME Local 998 working 40 hours per week, Monday through Friday from 8 am until 5 pm with overtime as needed
