Position Summary

Reporting to the Carewell Benefits Supervisor, the Benefit Navigator I is responsible for resolving care provider issues and empowering them with the knowledge and the tools needed to be able to manage their individual health plans and other benefits. Benefit Navigators will interact with care providers through electronic correspondence, telephone calls, virtual and in-person meetings. This position will keep RISE values and care provider satisfaction at the core of their work.

Essential Functions

  • Train, educate, and assist care providers, partners, union leaders, and internal RISE and department staff regarding care provider benefits, including training offerings.
  • Lead care providers through the enrollment process from application through access of benefits and troubleshooting unique situations.
  • Communicate with care providers and workers by phone, email, text and in-person to help them solve issues.
  • Work scheduled shifts to receive incoming care provider live call transfers from the Member Assistance Center (MAC) or other sources as assigned and within performance standards.
  • Manage Salesforce cases as assigned and according to operation standards and processes.
  • Assist the MAC in addressing care provider questions or concerns via Slack, live call transfer, case notes reviews, or other means, as assigned and within performance standards.
  • Engage with care providers, colleagues, and partners in an efficient, courteous, and professional manner.
  • If part of the position description, translate materials for distribution or communication to care providers and provide verbal translation when needed.
  • Identify and collect participant stories in coordination with communication plans of the Carewell SEIU 503 program and its partners
  • Participate in community partners meetings and assist care providers attending the meeting with their Carewell SEIU 503 needs.
  • If assigned, facilitate Oregon Health Plan or Federally Facilitated Marketplace enrollments, shepherding care providers through the process and its subsequent aspects.
  • Develop core competencies in the Affordable Care Act, Medicaid, Medicare, and Carewell SEIU 503 offerings.
  • Complete and maintain certifications with the State and Federal governments that allow the Navigator to assist participants with their personal health and confidential information.
  • Work with and protect sensitive and confidential information using appropriate administrative, technical, and physical safeguards in compliance with HIPAA and HITECH.
  • Work with a diverse population of workers, including care providers from different socioeconomic, racial, religious, and language backgrounds, including participants who identify as LGBTQ2S+.
  • Participate in special projects with internal and external organizational stakeholders.
  • Other duties as assigned.

Knowledge, Skills, And Abilities

  • Excellent communication skills required
  • Ability to work assigned shifts with a majority of time in communications with care providers, typically via phone
  • A commitment to giving workers the capability and confidence they need to make the most of their union-negotiated benefits
  • A demonstrated commitment to health care and empowering workers
  • Self-motivated with ability to work well independently and to think on their feet
  • Ability and stamina to work occasional irregular and long hours and to attend weekend and evening activities that may include some travel
  • Ability to work independently and with a team
  • An established home workspace that is HIPAA compliant is required when electing to work remotely in our hybrid work environment
  • If part of the position description, the ability to communicate to care providers in English and (PPL) at least at the Advanced Low rating as rated by Language Testing International
  • Ability to use the following office equipment, software, tools and machines: laptop computer, headset, Microsoft Office suite, BrightPattern, Jotform, DocuSign, Salesforce, Zoom, Paycom, and other tools that may be adopted
  • Ability to support RISE’s organizational values of Respect, Integrity, Service, and
  • Equity in the development and delivery of their work, including demonstrated positive interactions with staff, vendors, the consumers we support, and other organizational stakeholders
  • Ability to track conversations and issues using computer tools and software
  • Ability to pass a background check and any authorization processes which are required in order to enroll people in the Affordable Care Act

Working Conditions

  • Requires very limited physical exertion
  • Occasional long and varying hours, including weekends, evenings and holidays
  • Occasional travel between worksites and/or meeting locations within the state

Supervisory Responsibilities

  • This position is not responsible for supervising other staff members.
