SALARY RANGE: $86,975.00 - $149,519.00 Annually
BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.
Position Overview
Establishing the position of Grants Service Specialist IV / Administrative Duties -Workers Compensation Administrator within the Baltimore City Police Department will not only enhance our claims management process but also significantly improve support for our officer’s wellness and foster a culture of safety and transparency. This will include effective communication with all stakeholders: PSI mercy medical entities, Worker Comp Commission, courts (hearing boards, trials etc.) PIB (Public Investigation Bureau), the FOP (Fraternal Order of Police) and any other stakeholders that may be involved. This will ensure that all COMAR policy and protocols, MOU’s and SOPs are being followed in accordance with standards. The establishment of a dedicated Police Workers Compensation Administrator position is essential for maintaining the health and effectiveness of our law enforcement personnel. This role will not only enhance our operational efficiency but also ensure the well-being of our officers, ultimately benefiting the community we serve.
Essential Functions
- Enhance Claims Management
- Develop a streamlined process for handling workers' compensation claims that ensures timely and accurate reporting.
- Implement training sessions for HR staff and police personnel on the workers' compensation process, focusing on compliance and best practices.
- Promote Officer Well-being
- Create programs aimed at physical and mental health to reduce the incidence of workplace injuries.
- Collaborate with health professionals to provide resources and workshops that address stress management, resilience training, and overall wellness.
- Improve Communication and Support
- Establish clear communication channels for officers to report injuries and seek assistance.
- Foster a culture of transparency where officers feel comfortable discussing concerns related to workplace injuries and workers' compensation without fear of reprisal.
- Data-Driven Decision Making
- Utilize data analytics to track and analyze claims trends, identifying areas for intervention and improvement.
- Prepare regular reports to present findings to the department leadership, ensuring data informs policy adjustments and resource allocation.
- Legal Compliance and Risk Management
- Ensure all workers' compensation practices comply with federal and state laws through regular audits and consultations with the Baltimore Police Department legal counsel.
- Implement proactive risk management strategies to mitigate potential liabilities associated with workplace injuries.
- Training and Development
- Conduct ongoing training for police personnel on safety protocols, proper reporting of incidents, and navigating the workers' compensation process. Develop an onboarding module for new officers that includes essential information about workers' compensation rights and procedures.
- Collaborative Partnerships
- Foster partnerships with external organizations, such as medical providers and rehabilitation specialists, to ensure comprehensive care for injured officers
- Work closely with union representatives to negotiate terms that support officers’ rights and foster a culture of safety and care.
Education And Experience Requirements
EDUCATION: Have a degree in human resources, risk management, public administration, or a related field. Or equivalent work experience may substitute for education.
AND
EXPERIENCE: Comprehensive knowledge of Workers' Compensation laws and regulations, especially as they pertain to law enforcement. Experience in claims management, preferably within a public safety or municipal setting. Strong communication, interpersonal, and analytical skills. Maryland State Retirement certification is highly recommended.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive knowledge of Workers' Compensation laws and regulations, especially as they pertain to law enforcement.
- Experience in claims management, preferably within a public safety or municipal setting.
