Overview

The City of Boston is committed to continuously improving the way it procures both goods and services in order to improve the experience for both staff and bidders, with a goal of increasing the diversity of our supplier base and leveraging procurement as a tool to serve the City’s operational needs and policy goals.

Reporting to the Director of Goods Procurement and Operations, the Procurement Department seeks a Training and Development Specialist who will assist with the development and delivery of training for City of Boston employees in topics including procurement processes, laws and systems (PeopleSoft Financials and other related Procurement systems). The Specialist will also partner with the Finance Cabinet to integrate Procurement training sessions into broader Cabinet-wide efforts. Training delivery will encompass a variety of delivery methods including classroom training and online webinars. This position will also provide individual training assistance for users when necessary.

Responsibilities

  • Collaborates with the Department’s senior leadership to identify training needs and conduct annual training and development needs assessment.
  • Develops and delivers training on current Procurement products and processes used by the City of Boston , as well as all relevant Massachusetts and City laws and regulations.
  • Designs, plans, creates and implements new training materials and instructions both for new employee orientation and for in-job training for existing City employees to ensure ongoing knowledge transfer.
  • Reviews existing training materials; suggests enhancements and modifications to meet the changing needs for the City of Boston and to allow for different types of learning.
  • Across all materials, uses simple and thoughtful language that centers the end user experience.
  • Maintains a database of all training materials.
  • Evaluates training via assessment, surveys and feedback and appropriately modifies as needed.
  • Assists with the coordination of activities and communication to users related to training opportunities.
  • Administrative tasks will also be required for virtual and in-person trainings, such as scheduling, class confirmations, classroom preparation, material preparation, and other coordinating/organizational functions.
  • Prepares and presents both oral and written presentations.
  • Works with Procurement Analysts and Buyers to proactively identify training opportunities per specific Departmental needs.
  • Partners with Central Human Resources on training and development roll out.
  • Provide individual training assistance for users as needed.
  • Performs related work as required.

Minimum Entrance Qualifications

  • A minimum of four (4) years of full-time, or equivalent part-time, professional experience relevant to job responsibilities, with an emphasis on training and development on complex issues.
  • A bachelor’s degree in business administration, public administration, education/communications, a STEM field, or a related area is preferred and may be substituted for two years of the required experience.
  • Demonstrated experience with creation of training development projects and process documentation.
  • Proven verbal and written communication skills.
  • High computer literacy and ability to pick up new software and platforms quickly.
  • Functional knowledge of the PeopleSoft Financial modules.
  • Proficiency with Microsoft applications, and Google Suite.
  • Knowledge of and/or experience with the rules, ordinances, and regulations governing Massachusetts procurement procedures preferred.
  • Ability to manage simultaneous assignments while maintaining a critical attention to detail.
  • Demonstrated ability to work on diverse teams and experience building strong relationships across a range of functional areas and seniority levels.
