This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, functions as a liaison team leader with management, professional accounting staff and external auditors, typically requiring the application of advanced accounting and auditing knowledge, and performs related duties as required.
Essential Duties
- Under general supervision, participates in the City’s financial management of the Business Type Activities responsibility for the preparation of financial statements in conformity with Generally Accepted Accounting Principles (GAAP).
- Participates in the preparation and review of regulatory agency filings (i.e. Municipal Securities Rulemaking Board (MSRB), Federal Aviation Administration (FAA) 15-C212; Governmental Financial Officers Association -GFOA Comments), as well as Interim Financial Statements.
- Under general supervision participates in the preparation and review of airport(s) annual audits (i.e. Passenger Facility Charges Settlements; Use Agreement Long Form Settlements)
- Under general supervision, participates in the preparations and reviews for the annual Report on Federal Awards to meet the requirements of the OMB Uniform Guidance a government-wide network framework for grants management.
- Under general supervision, participates in the annual audit of the basic financial statements (i.e. coordinates and meets with the external auditors during the audit processes, requests financial documents from other City departments to compile pertinent information for auditors, monitors auditing team progress and provides assistance on resolving complex issues.
- Makes recommendations for maintaining and improving accounting and reporting procedures for Business Type Activities of the Primary Government to satisfy the purpose of the ACFR to provide complete and accurate financial information which complies with the Municipal Code of Chicago.
- Trains and coordinates training for professional accounting and auditing staff.
- Stays up to date on GASB pronouncements and assists with implementation of financial and reporting requirements.
- Participates with management responsibility to establish and maintain an internal control structure with both accurate and complete data - designed to ensure that the assets of the government are protected from loss, theft, or misuse. Explains internal accounting processes and research financial records to respond to inquiries, as required.

Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 credit hours in Accounting, plus three years of professional auditing experience, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
NOTE: You must provide your college or university transcripts with 15 semester hours of accounting courses at the time of interview.

Licensure, Certification, Or Other Qualifications
Some positions may require a valid State of Illinois driver's license is required.
