INTRODUCTION

This position is located in the Department on Disability Services, Rehabilitation Services Administration, Randolph Sheppard Vending Facilities Program (RSVFP). The purpose of RSVFP is to assist persons that are blind and with visual impairments with remunerative employment through the development of appropriate vending facility sites and by providing operational, administrative, and training initiatives that promote financial independence, business growth, and entrepreneurship. The primary responsibility of this position is to perform on-site observations, evaluate, investigate, review and assist the blind vendors in operating their respective facilities.

MAJOR DUTIES

  • Conduct initial site visit for potential RSVFP locations.
  • Facilitate new vendor training and orientation.
  • Prepare budget for RSVFP, in conjunction with the Blind Vendors Committee (BVC) for submittal to the Department of Education for approval.
  • Develop and administer vendor agreements.
  • Responsible for the operation and upkeep of up vending machines located in Federal and private buildings in the DC area. The main point of contact to coordinate repairs, issue refunds and to restock inventory.
  • Conducts site visits and surveys for potential vending machine and micro market locations.
  • Completes the DC Health Food Establishment Plan Review Guidance Packet for vendor sites and submit the application for approval.
  • Reconcile P-Card accounts and Purchase Card (P-Card) holder for RSVFP.
  • Approve all requisitions for Randolph Sheppard Unit.
  • Assist vendors throughout the approval process to obtain Business Licenses, Facility Permits and government ID badges, certifying that all documentation is completed with proper signature and submitting copies to the appropriate parties;
  • Make certain all licenses, permits and identification badges are updated and renewed, when necessary.
  • Main Point of Contact (POC) for Property Management at vendor locations.
  • Work closely with federal partners in approving sites, providing architectural support, input on all finishes and cabinetry, and acquiring permits.
  • Coordinate equipment repairs and schedule maintenance with third-party company, for all RSVFP facilities.
  • Schedule facility inspections performed by DC Health.
  • Notify property management when vendors transfer to new facilities.
  • Initiate the inventory process for vendors entering or leaving locations.
  • Notify vendor of any changes in wages, hours and sales tax.
  • Report deficiencies in vendor’s timeliness to complete tasks and assignments.
  • Facilitate monthly Facility Committee Meetings to discuss potential locations.
  • Organize and schedule quarterly Food Safety Manager Certification class.
  • Attend Vendors at-Large (VAL) Meetings to discuss issues that may affect the vendor.
  • Facilitate monthly Blind Vendor Committee (BVC) meetings to raise awareness to vendor’s concerns.
  • Represent RSVFP at BVC Promotion and Transfer Committee meetings to discuss site performance and training opportunities to make the facilities more effective.
  • Notify vendors of national health issues that may affect the facility.
  • Perform other duties, as assigned

Qualifications

Applicant must have one (1) year of Specialized Experience at the next lower grade level. Five (5) years of related work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform work affects the effectiveness and efficiency of operation of facilities for licensed blind managers and vendors.

EDUCATION

Bachelor's degree in business administration, marketing or related field is preferred. An equivalent combination of education and experience is required.

Work Experience/Knowledge Required

Knowledge of the Randolph-Sheppard Vending Facility Program.

Knowledge of Federal and District laws, rules and regulations, guidelines, policies and procedures governing the administration of the Randolph-Sheppard Act.

Knowledge of DC Municipal Regulations - Title 29, Chapter 2: Blind Vendors Program.

Knowledge of the principles and practices of managing small businesses.

Knowledge of DC Governments Contracting and Procurement regulations and procedures, sufficient to secure all necessary services related to the design, remodeling, acquisition of equipment, and stocking of new and established locations.

Knowledge of current District business practices as they relate to regulations promulgated by the Department of Consumer and Regulatory Affairs, the Department of Employment Services, and the Department of Health.

Knowledge of the operational differences between the various types of facilities, e.g. , snack bars, delicatessens, cafes, gift and card shops, convenience stores, fresh express, coffee express, grab –and-go, micro markets, and lounges sufficient to provide technical assistance to the vendors and program staff.

Ability to brief senior management on moderately complex issues in the program area.

Skill in communicating clearly and concisely in a variety of formats.

Collective Bargaining Unit

This position is in the collective bargaining unit represented by AFSCME Local 2401.

Work Schedule

This position requires 4 days a week in the office.
