BWC is currently operating under a hybrid schedule that may incorporate both teleworking and in-person office hours. Employees must be able to report to the office when requested by management &/or for their initial job training.
What You’ll Be Doing
- Under direction, coordinates & monitors employee & labor relations activities for the BWC within assigned region(s);
- Ensures agency compliance with OCSEA/AFSCME, District 1199 & OEA collective bargaining agreements, state & federal laws & BWC policies & procedures;
- Develops & implements agency policy and work rules;
- Advises management representatives in proper interpretation & application of OCSEA/AFSCME, District 1199 & OEA collective bargaining agreements, state & federal laws & BWC policies & procedures;
- Administers disciplinary process (e.g. assists managers in preparation of requests for disciplinary action & conducts investigations & pre-disciplinary hearings);
- Corresponds with management & union personnel regarding labor relations issues; performs related administrative duties as required (e.g., attends executive-level &/or interagency meetings on behalf of Director);
- Represent BWC management in the grievance processes up to and including Mediations and Arbitrations (Alternative Dispute Resolution).
To Qualify, You Must Clearly Demonstrate
- 3 yrs. exp. in collective bargaining, which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for 6 mos. of required collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).
- Or completion of undergraduate core program in human resources management; 12 mos. labor relations/collective bargaining experience which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for the 6 mos. labor relations/collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).
- Or 24 mos. exp. as Labor Relations Officer 1, 63471.
- Or 12 mos. exp. as Labor Relations Officer 2, 63472.
- Or equivalent of Minimum Class Qualifications For Employment noted above.

Unusual Working Conditions
This position requires travel; therefore, persons occupying this position must provide own transportation and/or legally operate a state-owned vehicle. Travel may include overnight stays; may be exposed to persons who are irate or hostile; may work irregular hours.
