Pay Range: $ 33.8009 - $49.0113 Hourly / $ 70,305.87 - $ 101,943.50 Annually

Characteristics of the Job

Performs specialized, highly skilled work and coordinates the activities of work crews in support of policies, goals and objectives established by department management.

Examples of Duties

  • Inspect work areas to determine type of work required and materials and equipment to be used.
  • Provide leadership and work instruction to distribution and field service personnel by issuing and interpreting work orders and assigning same as directed by management
  • Promote communication and adequate information flow.
  • Assist with development standardized work procedures consistent with parameters set by department management.
  • Report to management on the performance of crew members and status of work projects.
  • Assist in the preparation of operational reports, cost analyses, specifications and documentation of progress toward stated goals and objectives.
  • Ensure duties assigned are carried out in compliance with local, state and federal regulations and laws and conformance to acceptable standards and practices.
  • Provide timely, accurate responses to requests for services and information.
  • Assist with developing budget estimates based on anticipated needs.
  • Explain, apply and enforce city and department policies.
  • Other duties may be assigned.

Training And Experience

Associate degree or equivalent from a two-year college or technical school and four years progressively responsible experience in the installation, repair and maintenance of water distribution systems; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge, Skills And Abilities

Thorough knowledge of acceptable practices and standards of the methods, materials, techniques and tools used in the installation, operation, maintenance, troubleshooting and repair of water distribution systems; knowledge of GIS related water distribution system mapping and data management practices; knowledge of the laws and regulations that impact the work performed and supervised.

Advanced skill in performing plumbing work; skill in public, employee and labor relations and in maintaining effective working relationships; skill in using personal computers and software applications, including GIS, GPS, spreadsheet, and database applications; skill in safe and proper operation of backhoes and end loaders; skill in reading and interpreting plans, blueprints, shop drawings and schematics; skill in using hand tools and power tools; skill in using electronic and manual main, valve and leak locating equipment.

Ability to read, analyze and interpret documents such as policies, regulations, instructions, procedure manuals, diagrams, schedules and labor agreements; ability to respond effectively to inquiries or complaints; ability to write reports, business correspondence and work procedures; ability to effectively present information and respond to questions from managers, elected officials, employees and the general public; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Certificates, Licenses, Registrations

Valid Illinois Class “C” Water Supply Operators License within six (6) months of hire

Valid Class A Illinois Commercial Driver’s License (CDL) within 45 days of hire

Residency

AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.
