Job Summary

This position is in the Department of Health Care Finance (DHCF), Office of the Director (OD). The mission of DHCF is to ensure that comprehensive, cost-effective, quality healthcare services are provided for all residents of the District of Columbia ("District") that qualify for Medicaid or the Alliance (uninsured program for the District of Columbia residents). The incumbent in this role is responsible for coordinating and planning key projects, policies, and process improvements to expand internal capacity for inclusive culture, strategy, and racial equity. The incumbent assists with implementing strategies to improve engagement and manage programs designed to foster growth within team members

Duties And Responsibilities

Develops a seamless employee engagement strategy through various measures, initiatives, and approaches. Encourages employees to optimize and streamline job duties while remaining consistent with the agency’s mission, goals, and values. Contributes to the implementation of employee recognition platform to elevate work performance of employees and boost productivity; creates and provides fair and meaningful awareness about recognition for long-term success.

Provides relevant growth opportunities for learning and development to focus on the needs of employees. Fosters a feedback culture aimed at making employees proficient in their jobs; provides direction to employees to complete their responsibilities without interruption; monitors the performance of employees. Collaborates with hiring managers to provide guidance on employee engagement and teambuilding techniques to improve employee morale. Works with internal team to develop an equity, diversity, and inclusion policy; research best practices for policies, and works with external organizations.

Qualifcations and Edcuation

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed in an office setting and sedentary in nature.

Tour of Duty: 8:15 am – 4:45 pm (Monday thru Friday)

Pay Plan, Series and Grade: CS-0343-12

Promotion Potential: Promotional Potential to CS-13

Collective Bargaining: This position is covered under a collective bargaining unit, American Federation of State, County and Municipal Employees (AFSCME), Local 2401, and subject to union dues thru payroll deduction.

Position Designation: This position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background, consumer credit check, traffic record check and drug testing, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of tenure.
