This position is located in the U.S. Department of Agriculture (USDA), Rural Development (RD), Innovation Center, Regulations Management Team. The incumbent performs duties related to all RD program policies and procedures, borrower management, regulations and paperwork clearance functions.

Duties
- Researches and analyzes new or revised legislation to determine needs for regulatory actions, work plans, justification, cost, and alternatives.
- Prepares regulation and directive packages including civil rights impact analyses.
- Conducts management studies and analyses of existing or proposed forms, conformance with forms management policies and standards.
- Controls paperwork burden on the public and implements Paperwork Reduction Act of 1995 and eGovernment Act of 2002 for all Rural Development programs.
- Leads or participates on special projects to implement federal directives or reporting requirements identified.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade~ Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13~ Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates~ (1) Writing and editing complex agency regulations, directives, and policy guidance; (2) Collaborating with agency officials and policy experts analyzing and interpreting complex information and tailoring messages for audience appeal and impact; (3) Designing and conducting comprehensive management studies on program regulations, procedures and objectives; (4) Participating in planning sessions for the development of new regulations and procedures to meet legislative and/or administrative changes in the mission program areas; (5) Conducting comprehensive reviews and assessments of operation to determine the extent of compliance with organization rules and regulations; and (6) Interpreting and implementing new or revised organizational policies, regulations or procedures.
