eligible members of AFSCME Local 1467 who are employees of Middletown Public Schools who are interested in applying for a transfer or demotion, Departmental Promotion, or District-Wide Promotion must submit an application no later than the date established in this announcement. Applications will be given consideration according to the priorities established in the appropriate Union contract and/or the District’s Personnel Rules.
The Union and the BOE agree that
eligible members of Local 466 (City) will have the opportunity to apply to BOE positions within this bargaining unit before opening the vacancy up to the public. While the BOE agrees to provide an opportunity for transfer to City employees in Local 466, City employees in Local 466 will not receive preference for any bargaining unit position over Local 1467 employees, nor is the BOE obligated to hire any City employees from Local 466 for any Local 1467 position.
Job Description Summary
The purpose of this professional position is to serve as the liaison between school and families, relaying the needs of one to the other. Assists parents/guardians/families with understanding the school system so they can become better advocates for their children’s education. Provides referrals for community-based services for families dealing with conditions that impact the academic achievement of their students. Develops community collaborations and promotes sharing of power with parents as decision-makers. The work is performed under the direction of the Director of Pupil Services and Special Education or their designee.
Knowledge, Skills And Abilities
- Associates degree in Social Work, Human Services, or a related field with two years of experience working with children and families; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Bachelor’s Degree preferred
- Bilingual Spanish is preferred
- Position requires possession of a valid Connecticut Driver’s license.
- Position requires Family Development Credential (FDC) within one year of appointment.
Responsibilities And Duties

- Responds to concerns/issues raised by parents/guardians with empathy, dispatch and effectiveness; helps the school community develop a family-friendly school climate amongst staff, students and families.
- Develops programs and activities designed to engage families in improving student achievement.
- Attends Middletown Social Emotional Learning Interventions (MSELI) school based team meetings as required by the position and caseload.
- Prepares monthly family engagement action plans to reach and engage all families in the school community and maintain records on program activities; organizes family engagement events and parent information nights/workshops that support the implementation of Family University sessions on topics:
- Develops and implements effective family involvement strategies to empower families as key decision makers in schools and how to be advocates for their children. Serves as a school-based intermediary contact and liaison between administrators and families.
- Develops volunteer activities at school site and improves recruitment, training, work, and schedules to involve families as volunteers to support internal and external District initiatives.
- Assists with the development, coordination and implementation of school advisory councils. Attends selected meetings of school advisory councils to observe compliance with program guidelines.
- Conducts home visits with families to provide access to needed resources when necessary.
- Performs other related functions as assigned or required.
