Conditions of Employment

Qualifications

Applications will be accepted only from current permanent Government-wide Federal employees with non-competitive or competitive status; and CTAP/ICTAP/RPL, and 30% Disable Veterans eligible candidates.

Specialized experience:
You must possess at least one year of specialized experience equivalent to the Federal GS-11 level or higher level in the Federal service that includes planning, developing, implementing, and evaluating national training programs; developing training policies and procedures; troubleshooting training program challenges; and designing and developing national courses delivered online and in a classroom. Additionally, possess knowledge of adult learning methods, materials, project management skills, as well as the ability to plan, prioritize, and coordinate a wide variety of program activities related to adult learning.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-11) in the normal line of progression for the position being filled.

Applicants must meet all qualifications and eligibility requirements by the 09/16/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

COLLEGE EDUCATION CANNOT BE USED TO SUBSTITUTE SPECIALIZED EXPERIENCE FOR AT THE GS-12 LEVEL.
