Maintenance and Heating, Ventilation and Air Conditioning (HVAC) Specialist

General Purpose

This position is responsible for maintenance of city fountains, assisting in the maintenance and care of public heating, ventilation and air conditioning systems within the public buildings and public park system and performs skilled and general maintenance. This position is team work centric.

Pay Grade 15: $27.82 - $30.99 Hourly

Essential Job Functions

  • Responsible for scheduling and completing inspections and preventative maintenance
  • Responsible for completing, maintaining, tracking, and submitting work orders through a work order system and completing/scheduling/assigning tasks as required.
  • Provides detailed cost and material estimates on construction and repair projects.
  • Provides HVAC and plumbing related work to buildings and structures and assists in other skilled labor including drywall, roofing, and other facility related repair and maintenance.
  • Perform carpentry work to buildings and structures including but not limited to building repairs and renovations, siding installation, building fascia, and electric hardware installations.
  • Perform indoor plumbing including but not limited to repairs to sinks, toilets, water supply infrastructure, troubleshoot and repair water leaks, install new water and drain lines, install repair, and remove fixtures including toilets, sinks, and showers.
  • Perform graffiti removal using air compressors, painting, graffiti remover and sand blasters as needed.
  • Perform work requests from outside departments and other local City entities as directed.
  • Perform exterior building clean up and maintenance as directed.
  • Is an active representative for the City in working with private companies or contractors on City systems or equipment by coordinating work as necessary.
  • Develop and present cost estimates and scopes of work, develop and manage accurate project documents.
  • Performs all maintenance tasks associated with the City’s public interactive fountains including troubleshooting, and scheduling regular maintenance activities, repairs and seasonal activation and winterization processes.
  • Assist in preparing project plans and specifications, obtaining price quotes and proposals, preparing bid documents and related contracts, monitoring and administering contracts, managing consultant and contract processes, and review/comment on improvements through project completion.
  • Perform scheduled maintenance inspections, and adjust, clean and calibrate various systems to assure proper system operations.
  • Replace expansion valves, compressors, motors, coil units and other component parts.
  • Troubleshoot and repairs direct digital and pneumatic control systems.
  • Maintains records including parts lists, parts and supplies inventory, paint log, and plumbing inventory.
  • Maintain vehicle, parts and tools in an organized way.
  • Collects and removes trash from all parks properties as necessary.
  • Assist in operating and adjusting building automation systems to build program schedules, adjust set points, troubleshoot, and other control functions remotely.
  • Participate positively in department staff meetings, safety committee meetings and professional development/cultural diversity trainings.
  • Respond to emergency service requests and alarms.
  • Perform on-site inspections to ensure the successful completion of parks/capital improvement projects.
  • Winter schedule may include snow plowing and snow removal.
  • On call schedule as necessary.

Qualifications/Basic Job Requirements

  • High School Diploma or equivalent required. Three (3) years experience in HVAC equipment and/or building maintenance required.
  • Heating ventilation and air conditioning knowledge preferred.
  • Natural gas knowledge preferred.
  • Plumbing knowledge preferred.
  • Electrical knowledge preferred.
  • Ability to read, comprehend and follow fountain operations, heating, ventilation, air conditioning, refrigeration, air compressors, electrical blueprints and schematics.
  • Some weekend work may be required from May through October, consistent with decorative and interactive fountain operation.
  • City objectives and functions in area of assignment: principles and practices of construction management, design and inspection, ordinances, statutes, and regulations.
  • Thorough knowledge of materials, methods and hazards of the heating, ventilation, air conditioning, refrigeration and air compressors trade with proficiency in the use of related tools.
  • Ability to climb ladders, work in confined spaces, on roofs, etc. as required.
  • Knowledge of local and national code, and ASHRAE standards for the industry.
  • Sufficient strength and physical dexterity to perform the duties and responsibilities of this job including heavy lifting.
  • Ability to wear and use personal protective equipment as needed.
  • Ability to establish/maintain effective working relationships and clearly communicate project details to consultants, City staff, and the general public.
  • Ability to mediate conflicts related to projects needs and goals.
  • Ability to respond to requests for information, complaints and suggestions from the public, staff, administration, elected officials and specials interest groups in a professional manner.
  • Ability to complete multiple projects and meet deadlines required.
  • Ability to work both independently and as part of a team.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
  • Possession of a valid driver’s license.
  • Flexible schedule to include seasonal evening and weekend work.
