Duties
- Perform analyses of highly complex and diversified financial statements and forecasts for telecommunications systems involving commercial or non-commercial entities.
- Advise and guide borrowers and General Field Representatives (GFRs) on the proper remedial action which may be required due to adverse loan security position, irregularity, violations or defaults.
- Provide recommendations based on pro forma financial forecasts furnished in support of telecommunications loan and loan guarantee applications.
- Monitor regulatory changes, as well as industry economic and financing trends, and make evaluations and recommendations regarding the impact of such trends upon Rural Utilities Service (RUS) borrowers and RUS' security interest in these borrowers.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Specialized Experience~ For the GS-12 level~ Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates~ Experience in assisting in developing and conducting corporate analytical studies and financial and budget analysis of borrowers' operations for the evaluation and future improvements of the operating and financial practices; conducting risk analysis of assigned loan/borrowers projects; analyzing trends, problem areas, and audit findings for commercial/corporate entities; and preparing and presenting progress reports.
Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
Specialized Experience~ For the GS-13 level~ Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates~ Experience in the development of overall plans, policies and procedures as it relates to corporate/commercial loan and grant programs; developing and conducting analytical studies and financial and budget analysis of borrowers' operations for the evaluation and future improvements of the operating and financial practices; conducting risk analysis of assigned loan/borrowers projects; and conducting analysis relating to financial data of businesses and organizations by financial statements, forecasts and feasibility studies.
