General Purpose
This position is responsible for the installation, testing, calibration, documentation, and maintenance of a variety of electric utility apparatus including: sophisticated and highly complex micro-processor protective relay devices and instrumentation systems, mechanical relays, high-voltage 20MW peaking generator and associated controls, high-voltage substation, distribution breakers and switchgear, power and distribution transformers, and data/voice communication equipment.

Essential Job Functions
- Installs and maintains rotating electrical machinery, instrumentation, and control systems.
- Designs, installs, and maintains primary metering equipment, transducers, and system components
- Designs and installs electrical power and lighting circuits.
- Design, plan and implement metering system applications as needed.
- Installs and maintains complex supervisory and computerized control systems.
- Maintains and repairs high voltage substation, distribution devices, and medium voltage switchgear on BED’s Distribution system and at generating facilities.
- Keeps accurate manual and computerized maintenance records utilizing spreadsheets, databases, and word processing software.
- Installs, tests, and maintains computerized programmable logic controllers and protective devices.
- Installs, inspects, and repairs mechanical, electro-mechanical, electric, and electronic control protection systems.
- Troubleshoots and repairs complex fuel handling and boiler firing control systems.
- Supervises, supports, and/or works with maintenance personnel from all other areas of the department as assigned.
- Meets with the Project Engineer to review the scope of planned distribution protection, substation, and generation projects and ensures the work is done in a safe manner while reducing the impact on our customers.
- Coordinates with the Director of Generation on Gas Turbine, McNeil, and Winooski Hydro maintenance projects.
- Ensures that employees adhere to personnel policies.
- Coaches, motivates, and leads fellow employees, including holding employees accountable for achieving desired results.
- Operates & maintains power generation equipment (i.e. Gas turbines, hydro turbines, diesel generators, etc.)
- Perform the Gas Turbine (GT) on call responsibility on a rotating basis by responding to after hour callouts to qualify the GT to participate in the ISO-New England Forward Reserve Market (“FRM”).
- Installs and repairs fiber optic equipment.
- Ensures that switching and tagging work activity conforms to safety rules.
- Schedules and coordinates all work for the Engineering Technician and Communications team.
- Oversees the monthly substation, quarterly major transformer, and biannual capacitor bank inspections and reports.
- Maintains and repairs distribution transformers, switches, capacitors, and their associated controls.
- Performs high voltage taping and connections.
- Troubleshoots, inspects, and tests customer owned high voltage equipment.
- Provides direction to employees assigned to assist with projects.
- Performs level II requirements of the BED switching and tagging list.
- Ensures that projects comply with engineering designs, BED standards and safety rules, NESC, VOSHA, and when applicable the NEC.
- Trains BED Pine Street and McNeil personnel on switching and tagging, Gas Turbine operation and maintenance, generation breaker maintenance and testing, and substation maintenance.
- Participates in the development of BED’s 5-year construction plan.
- Assists in the restoration of BED’s distribution system.
- Troubleshoots communication system issues with vendors, distributors, engineers, and other department personnel.
- Maintains, modifies, and installs various facility electrical systems at BED’s Lake Street, Pine Street and McNeil Generating Station properties.
- Assists in the design, installation and maintenance of supervisory control & computerized remote terminal units and electric utility device control systems.
- Assists in the installation and maintenance of data and voice telemetry equipment (radio, phone, satellite, and fiber-optic based systems).

Qualifications/Basic Job Requirements

- Associate degree in electrical engineering or certification of completion of a two-year electrical/electronic technical program.
- A minimum of seven years related experience required.
- Additional experience may be substituted for a degree requirement on a two-for-one year basis.
- Must possess a Vermont Master Electricians license.
- Must possess a thorough understanding of the principles of alternating and direct current electricity.
- Working knowledge of Windows PC operating system and desktop applications including: spreadsheets, word processing, and database, etc. required.
- Working knowledge of the National Electric Safety Code, National Electric Code, VOSHA Standards and BED construction standards required.
- Must possess strong written and verbal communication skills.
- Demonstrated ability to make technical decisions and take the lead within a team-oriented environment required.
- Must be able to read and understand complex electrical schematic drawings and designs.
- Must be able to use sophisticated electrical and electronic testing equipment.
- Ability to obtain and maintain CPR and First Aid certification within three-months of the date of hire.
- Ability to obtain and maintain a valid State of Vermont driver’s license within three-months of the date of hire.
- Ability to work in a team environment.
- Ability to work in confined spaces.
- Ability to work in and around energized, high voltage equipment, in accordance with all applicable safety requirements.
- Must be able to wear safety equipment, including, but not limited to; high voltage rubber gloves, safety glasses, hard hats, respirators, hearing protection devices, and safety harnesses.
- Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement;
- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
- Ability to understand and comply with City standards, safety rules and personnel policies.
