Office of Fiscal and Monitoring

The Office of Fiscal and Monitoring Services’ (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all of the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You’ll Do

A

Establish and maintain payroll coding in the Centralized Accounting Information System (CAPIS) and in Human Capital Management (HCM).

  • Create combo codes and prepare position budget uploads to Ohio Administrative Knowledge System (OAKS), Human Capital Management (HCM) and Financial (FIN) applications.
  • Analyze complex information to resolve errors, modify data, and/or determine appropriate action.
  • Prepare and maintain financial coding by analyzing fiscal data for entry into the appropriate. accounting. and reporting coding for the generation of accurate and appropriate speedcharts.
  • Processes bi-weekly payroll journal and prepare OAKS journal uploads to post transactions.
  • Review and update assignment of codes in effort reporting systems (i.e., Kronos, TAMM, CAPIS, etc.) to ensure compliance with policies, current coding structures, and the Cost Allocation Plan (CAP).
  • Respond to user questions regarding Kronos, TAMM, and Cost Allocation Plan Information System (CAPIS) activity and effort reporting policy and procedures
  • Investigate errors and oversees corrective action taken as a result of audit findings or federal/financial reviews
  • Create, maintain, and compare Chart of Accounts (COA) database tables for necessary updates
  • Research and compare data elements from OAKS FIN, HCM, and CAPIS, in addition to the Cost Allocation Plan (CAP) and the cost pool funding splits to ensure the integrity of data
  • Process chart field requests to create, change, and/or deactivate chart field codes which identify revenues and expenditures following the OAKS criteria for input into OAKS and CAPIS

You will often have time-sensitive reporting and update windows and delays in receiving approvals/information from other sources.

Schedule: Position is currently remote with periodic in person meetings at various locations. Standard workdays are Monday through Friday. Hours are between 8:00 am. and 5:00 pm.

Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

Option 1

The ideal candidate, at minimum, must have the following:

  • 3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Option 2

  • Completion of undergraduate core program in accounting, public finance, public administration or business administration;

AND

  • 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Option 3

  • Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 4

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s OCSEA/AFSCME. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $29.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
