Position Description

Under general direction of the program director of the Early Education Division and in coordination with the grant funder, the project manager will manage planning and execution of the CALFIRE Green Schoolyard project, “from Blacktop to Bloom.” The $3,000,000 grant performance period is from June 2024-March 2026, with final reporting due April 2026. This project aims to transform 6 early education center outdoor areas into vibrant natural green learning spaces, providing children ages 18 months-5 years with opportunities to connect with nature, foster a lifelong appreciation for the environment, and engage in hands-on learning experiences. The project will involve creating natural tree canopies for shade, a variety of natural play areas, planting fruit and vegetables for consumption, incorporating sustainable landscaping practices, and increasing tree cover and nature-based activities.

Duties & Responsibilities

Project Planning

  • Develop a detailed project plan to track progress and track all activities for duration of grant to create final report which will include analysis of challenges and solutions.
  • Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Analyze and compare designs, bids, and any other competitive process details that are submitted by contractors.

Project Execution

  • Manages tasks to ensure completion on time, in scope, and within budget.
  • Coordinates and participates in decision making around design, plan and implementation of designs and oversees all components and actions of the project to ensure that scope of work and deliverables are completed as described in the grant agreement.
  • Ensures that work being done on the project is focused on stated outcomes.
  • Facilitate and encourage collaboration across departments to ensure projects are completed successfully
  • Coordinates internal resources and third parties/vendors
  • Perform risk management to minimize project risks
  • Measure project performance using appropriate systems, tools and technique

Fiscal Management

  • Monitor project budget to ensure completion within allocated funding
  • Coordinate with Accounts Payable to review, verify and approve invoices and map to work performed and budget expenditures to ensure all details are listed.
  • Gather W-9 forms for all vendors
  • Work with finance on invoicing and fiscal reporting.
  • Submit requests for any modifications and amendments to the grant agreement to CAL FIRE, in writing, for approval prior to making any expenditures.
  • Ensure resource availability and allocation
  • Establish and maintain relationships with third parties/vendors

Communication

  • Serve as lead contact for the grant and lead or participate in all project-related communication.
  • Communicate with Department of Social Services and California Department of Ed to maintain regulatory compliance throughout process.
  • Plan, coordinate and communicate with EED site staff to ensure everyone is made aware of timelines, work flow and impact at the site level.
  • Communicate project status including stakeholders, key project participants and clients
  • Create presentations and reports to communicate project status

Administrative Management

  • Document all communication, organize and track all details of project to ensure compliance
  • Create and maintain comprehensive project documentation including online tracking tools, details and resources for transparency within the agency departments.
  • Seek approval for all elements of grant implementation to maintain compliance
  • Submit quarterly progress reports. Reporting shall follow the format provided by CAL FIRE. Information to be submitted includes, but is not limited to, project activities, project location, funds allocated, number of trees planted, vegetation planted, maintenance activities conducted, net GHG benefit, co-benefits.

Professional Conduct

  • Develops and maintains effective working relationships with other agency staff members, representatives of outside organizations, including governmental and community organizations, participants, and others in regular contact with the agency.
  • Communicates effectively and respectfully with people from diverse racial, ethnic and cultural groups and from different backgrounds and lifestyles; demonstrates a knowledge of and sensitivity to their needs.
  • Upholds and follows established policies on confidentiality, program integrity, computer security, and conflict of interest.

Required

MINIMUM QUALIFICATIONS:

  • Experience managing projects involving building or renovation of physical spaces.
  • Experience managing budgets
  • Experience using standard computer programs such as Microsoft Word and Excel, Google suite, etc.
  • Experience with cloud-based hosting platforms and version control tools
  • Proficiency in project management tools and software, including Trello, Asana, Pivotal Tracker, and Basecamp
  • Knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules.
  • Cultural competency and ability to communicate clearly and succinctly in English, orally and in writing
  • Experience in and ability to independently organize and manage work to complete assignments accurately and on deadline
  • Ability to understand, communicate, and implement detailed policies and guidelines.
  • Interpersonal skills to work collaboratively and effectively with people from diverse backgrounds and to negotiate solutions, particularly in a setting that requires effective communication across multiple teams.
  • Ability to analyze information, draw conclusions, and recommend solutions

Preferred

  • Experience in a professional construction management setting

Other Requirements

  • Must be comfortable and competent working with computers and other technology.
  • Must be able to work at a computer for full workdays; some routine lifting and reaching requirements. Must be able to lift up to 25 lbs.
  • Must have a valid CA driver’s license, have access to drive a motor vehicle incidental to the performance of the work and be insured.
  • Must pass a criminal background check and maintain a clean record.
