The Department of Health Systems and Population Health has an outstanding opportunity for a Fiscal Specialist 1 (NE S SEIU 925 Non Supv) to join their team.


Housed in the UW School of Public Health, the Department of Health Systems and Population Health (HSPop) is a dynamic academic and research department with the mission of working with partners in public health and health care to prepare leaders, design solutions, and conduct innovative research that is translated into practice and policy. The University of Washington Department of Health Systems and Population Health (HSPop) has an outstanding opportunity for a Fiscal Specialist 1 to provide support to the Department of HSPop and its Fiscal Team with purchasing, reimbursement, and travel. This position will report to the Budget/Fiscal Analyst Lead and work in a team environment.

This position is currently available at 50% FTE with a potential to increase to 75%-100% FTE in the future.


DUTIES AND RESPONSIBILITIES

Purchasing and procurement coordination (40%)

  • Manage effective utilization of new and existing procurement system with excellent customer service.
  • Coordinate purchase of goods and services for department faculty, staff, and students using a variety of methods including ProCard, the Central Travel Account (CTA), and Workday.
  • Prepare and complete travel expense reports, advances, honorariums, and other payments and reimbursements.
  • Create and maintain official purchasing and reimbursement records in accordance with local, state, federal, funder, department, and UW policies and procedures.
  • Respond to technical and general inquiries regarding Procard and Workday to recommend solutions to resolve purchasing and procurement problems or coordinate on payment delivery irregularities.ProCard management (20%)
  • Review and reconcile ProCard purchases and CTA travel accounts.
  • Manage AT&T payments for cell phone services.
  • Maintain electronic retention records.Purchasing and payment compliance (20%)
  • Review purchase and reimbursement requests and ensure the documents are compliant with the UW and funding agency policies.
  • Communicate clearly and serve as a liaison between SPH Shared Environment Service Team, UW Procurement Services, buyers, vendors, and purchasing faculty, staff, or students.
  • Consult with the Budget/Fiscal Analyst Lead and Assistant Director of Finance to troubleshoot issues and/or obtain guidance on deviations from authorized procedures or expenditures.
  • Assign and verify correct worktags for each expenditure while adhering to internal controls.Procurement and travel training (10%)
  • Plan, coordinate and facilitate training for procurement and travel policies and procedures.
  • Participate in or lead internal or cross-departmental continuous improvement projects.
  • Facilitate trainings and remote learning.Records and documentation management (5%)
  • Design, create and edit instructional materials and supporting documentation.
  • Maintain open lines of communication and provide regular updates as needed.
  • Identify and suggest opportunities to achieve efficiencies in purchasing and reimbursement practices.Administrative support (5%)
  • Monitor HSPop Fiscal Team shared email and respond to purchasing and reimbursement requests in a timely manner.
  • Create cash remittance and prepare for deposit as needed.
  • Other duties as assigned. MINIMUM REQUIREMENTS
  • Three years of fiscal record keeping experience or equivalent education/experience. ADDITIONAL REQUIREMENTS
  • Ability to work independently with a high degree of reliability, accuracy, and productivity.
  • Proactive, self-directed, highly organized, detail-oriented, and comfortable troubleshooting.
  • Basic proficiency in Excel, Word, Outlook, and University forms and procedures.
  • Excellent customer service skills and emotional intelligence that supports the ability to build relationships, sense needs when not explicitly stated, and adjust communication style to different personalities at all levels of the organization.
  • Professional experience working in a team environment and as a team member.
  • Ability to balance competing demands, multi-task, and proactively solve problems.
  • Comfortable learning new technologies. DESIRED QUALIFICATIONS
  • Bachelor’s degree in a relevant field.
  • Knowledge of UW Procurement/Travel policies and Workday system.
