This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Mission

Role Summary

As an integral member of the CDPH Disease Control Bureau and under the supervision of the Project Manager and Medical Director, the Public Health Administrator III (PHA III) is responsible for oversight of all perinatal hepatitis B case management and surveillance activities as required by the Centers for Disease Control (CDC) and the State of Illinois.The PHA III will also support routine surveillance of vaccine-preventable diseases and assist the medical director with coordination and provider education during outbreak investigations as needed. This position will directly supervise communicable disease control investigators in the Vaccine-Preventable Diseases Surveillance program. Other related duties include community partnership and education, strategic planning, and communication.

Essential Duties

This position will act as lead coordinator for all activities related to CDPH’s Perinatal Hepatitis B Prevention Program (PHBPP). Responsibilities include the following:

  • Developing protocols and procedures for perinatal hepatitis B case investigation.
  • Supervising CDPH’s Vaccine-Preventable Diseases (VPD) Surveillance Program, Communicable Diseases Case Investigators (CDCIs), and providing direction on VPD investigative issues.
  • Creating and executing strategic plans to improve program metrics such as completeness, timeliness, and percentage of perinatal hepatitis B cases identified.
  • Ensuring timely and complete follow-up for new cases of vaccine-preventable diseases, including HBsAg positive mothers and their infants.
  • Managing and creating external partnerships with health care providers and community-based organizations to assure appropriate high-risk groups are identified, engaged, educated about prevention measures for hepatitis B and other vaccine-preventable diseases.
  • Providing guidance to healthcare providers and laboratories regarding VPD reporting, testing, and follow-up care according to CDC and ACIP recommendations.
  • Serving as the point of contact for hepatitis B community activities and healthcare provider education.
  • Overseeing the maintenance of program records and the preparation of narrative and statistical reports on program activities.
  • Performing other duties as assigned by the Medical Director.

Minimum Qualifications

Education, Training, and Experience

  • Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Health Administration, or a directly related field, plus three years of experience in the administration of public health programs; or an equivalent combination of education, training and experience

Preferred Qualifications

  • Masters degree in Public Health
  • Previous experience in a supervisory role
  • Previous work experience with infectious diseases management
  • Knowledge of protocol development and experience training a team in the use of these protocols
  • Ability to communicate complicated public health concepts and build organizational relationships
  • Comprehensive understanding of public health administration
