Duties
The Program Analyst serves as a business analyst on the USA Hire Product Development team. The Product Development team works with Federal agencies to incorporate the USA Hire online assessment platform into their mission-critical hiring efforts. The Product Development team is developing the USA Hire Interview solution to support agencies in efficiently interviewing candidates using job-related criteria. The Program Analyst: Translates customer needs and business requirements into functional requirements for system enhancements and configurations. Guides customers through the implementation process, provides technical insights and coordinates user training, change management, and consulting services. Designs and implements customer acceptance testing procedures for USA Hire enhancements. Creates test scripts, leads teams of testers, and coordinates testing phases with software developers. Researches and responds to USA Hire Interview and assessment-related help desk tickets in collaboration with USA Hire, USA Staffing, and vendor staff. This role requires strong project management, communication, and analytical skills to ensure the successful development and implementation of USA Hire solutions.

Qualifications
Applicants must demonstrate that they meet the Specialist Experience requirements as noted below. Specialized Experience: GS-12: You qualify for the GS-12 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all the following duties: Assisting in the development of business process improvements by analyzing customer needs, goals, problems, or questions; Collaborating with software development teams (e.g., business analysts, product managers, designers, developers) to implement or test changes to functionality of an IT system; Gathering business and technical requirements for a Human Resources Information Technology (HRIT) system; AND Assisting with the analysis of information related to an IT system (e.g., from business intelligence tools, help desk tickets, database queries, user feedback surveys, or direct customer feedback) to help identify root problems or trends. Specialized Experience: GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all the following duties: Developing and implementing business process improvements by analyzing customer needs, goals, problems, or questions; Collaborating with others by helping to review, test, revise, or implement functional requirements of an IT system; Analyzing business and technical requirements for a Human Resources Information Technology (HRIT) system; AND Analyzing information related to an IT system (e.g., from business intelligence tools, help desk tickets, database queries, user feedback surveys, or direct customer feedback) to identify root problems or trends and inform solutions. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
