Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of the Regional Director/Deputy Regional Director for Districts, Investigations, Environmental, and Enforcement (DIEE), Office of Environmental Compliance (OEC), Coordination and Review Unit in Jefferson, LA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  • Serves as the principal advisor on matters related to artificial reefs (i.e., Federal and State programs, structure placement, marine conditions, related studies, National and Local issues, etc.) as covered under the National Fishing Enhancement Act of 1984 (NFEA) and other legislation, particularly related to the National Artificial Reef Plan and the State artificial reef programs.
  • Oversees, schedules, and conducts field efforts regarding artificial reef emplacement and related compliance efforts, working with remote-sensing data collection, mitigation, stipulation, and Notices to Lessees and Operators (NTL) enforcement, and coordinating with industry contacts, Bureau of Ocean Energy Management (BOEM) studies leads, NOAA and State program leads, and other Federal, State, and private groups. Leads or participates in the development, modification, and circulation of training, education, and development documentation for the Rigs-to-Reefs Program, and for use by other environmental compliance/enforcement scientists and engineers, and staff/experts from other Federal and State agencies.
  • Initiates and takes lead responsibility for the planning and conduct of coordination meetings, industry/public workshops, Information Transfer Meeting (ITM) sessions, and other conference work related to artificial reef/Rigs-to-Reefs oversight. Represents the BSEE/Office at professional meetings, and on task forces or committees involving Federal, State, or private agencies and individuals.
  • Develops program related documents (i.e., Mitigation Effectiveness Reports (MERs), Environmental Inspection Reports (EIRs), Environmental Compliance Documents (ECDs), etc.), and workload associated with project and/or environmental program monitoring and field verification and compliance oversight activities related to environmental mitigation and conditions of approval (CoAs); including preparation of Incidents of Non-Compliance (INCs) as needed and Civil Penalty Case development when impacts are discovered.
  • Performs other incidental, routine, and requisite duties as assigned; including, but not limited to, working with other environmental compliance/enforcement scientists and engineers in monitoring and enforcement duties within the OEC.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.

Salary Information

GS-13: $103,409 - $134,435 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

  • Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

  • Specialized Experience

To Qualify For The GS-13, You Must Possess At Least One Full Year Of Specialized Experience Equivalent To At Least The GS-12 Grade Level In The Federal Service, Or Comparable Experience Not Gained Through Federal Service. Specialized Experience Is Experience That Equipped The Applicant With The Particular Knowledge, Skills, And Abilities To Perform Successfully The Duties Of The Position, And That Is Typically In Or Related To The Work Of The Position To Be Filled. Specialized Experience Is Defined As Demonstrated Experience:

  • Applying environmental laws and/or regulations (e.g., National Environmental Policy Act (NEPA), National Fisheries Enhancement Act (NFEA), Rivers and Harbors Act (RHA), or others) to proposed offshore activities to ensure compliance with state or federal plans or programs, with special emphasis on artificial reef programs.

AND

  • Coordinating, monitoring, and compiling and maintaining a database of proposed, active, and completed projects, and the ability to search and compile data efficiently and accurately.

OR

  • Representing an organization at public meetings, hearings, and/or scientific conferences in order to provide technical and scientific support/input on artificial reefs or similar projects.

Must meet Specialized Experience #1 AND #2 or #3.
