Position Details:

The position supports the NEA’s strategic objective to focus the energy and resources of its 3 million members on promoting public education by recommending business strategies and leveraging procurement best practices.

POSITION SUMMARY: As a Senior Contracts Specialist, you will play a crucial role in managing the organization's contract lifecycle, ensuring compliance with legal requirements, mitigating risks, and optimizing contract terms. Establish source selections and identify preferred services and products. Responsible for overseeing the entire contract process, from negotiation and review to execution and maintenance. Draft, negotiate, and finalize purchase orders and contracts for the purchase of services and products. Assisting in the development and implementation of contracting and procurement policies and procedures. Evaluating price quotations and recommending final supplier selection. Preparing and issuing Request for Proposals as necessary. Regulatory and tax compliance experience is a plus. Complete all assigned orders within established milestones. Participate as a member or leader on a variety of NEA work teams. Attention to detail is a must.

MINIMUM EDUCATION: A bachelor’s degree or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired.

MINIMUM QUALIFICATIONS: Eight years of directly related work experience involving purchasing, supplier selection, and contract negotiations. Significant experience drafting, negotiating, and administering Fixed-Price, time-and-materials, and commercial contracts. Ability to multitask and work effectively with minimal supervision in a fast-paced professional team environment. Excellent written/verbal communication and interpersonal skills. High level of proficiency with Microsoft Office.

OTHER REQUIREMENTS: Specialized courses/training in Purchasing and the Law, Supplier Selection and Evaluation, and Fundamentals of Purchasing Negotiations within the procurement field.

SELECTION CRITERIA: TIER 1 (Essential): Significant experience focused on procurement or contracting with an emphasis on IT-related categories, including experience in hardware acquisitions, software licenses, and Vendor contract terms, conditions, and pricing negotiations. Exceptional interpersonal and communication skills. Significant RFx review and drafting experience. Proven and successful experience in negotiations. Proven experience in evaluating price quotations and vendor selections. Excellent negotiating and influencing skills through written or verbal communication. Demonstrated organizing and time-management skills. Superior written and verbal communication skills. Demonstrated strong analytical and interpersonal skills. Ability to effectively handle several assignments simultaneously. Successful references. TIER 2 (Significant): Certified Professional in Supply Management (CPSM) certification. Excellent negotiating and influencing skills through written and verbal communication. Solid experience in management reporting and executive presentations. Ability to plan and coordinate tasks. TIER 3 (Desirable): Knowledge of NEA business programs and policies.
