Summary

This position is located in the Technology Office (TO), Business Center. The incumbent will serve as an Information Technology (IT)Project Manager responsible for the production, deployment and maintenance of IT solutions that integrate seamlessly into the RD enterprise architecture. IT solutions include, but are not limited to, commercial off the shelf (COTS) products; mobile and Cloud technologies; service-oriented architectures; and custom client-server software applications.

Duties

  • The IT Project Manager coordinates with federal staff and oversees contractors responsible for the design, development, testing, analysis, deployment, and maintenance of IT solutions.
  • Employs knowledge, passion, and practical experience leading engineering teams in emerging technologies (Salesforce, AP ls, Big Data, UI/UX/CX, rapid application development, robotic process automation).
  • Ensures conformance to the RD System Development Life Cycle (SDLC), Agile software development, SAFe methodology, and Project Management Institute (PMI) best practices for project management.
  • Provides financial management, cost estimating and acquisition support for all phases of the program management and system lifecycle.
  • Provides Capital Planning Investment Control (CPIC) input on Earned Value Management (EVM), project progress, risks, and metrics to remain within Departmental schedule requirements.
  • Develops required SDLC documentation and submits accordingly to Stage Gate Review Board.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade~

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS- 13 Level~ Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates~

  • Experience in leading reviews, or portions of reviews, to verify IT project progress and quality.
  • Strong project management skills.
  • Attention to Detail - Provides leadership and guidance on the maintenance,

configuration, optimization, and troubleshooting of IT systems to meet customer

performance requirements.

  • Customer Service - Works with clients and customers (that is, any individuals who

use or receive the services or products that your work unit produces, including the

general public, individuals who work in the agency, other agencies, or organizations

outside the Government) to assess their needs, provide information or assistance,

resolve their problems, or satisfy their expectations; knows about available products

and services; is committed to providing quality products and services.

  • Oral Communication - Communicates technical information regarding systems

performance requirements or technologies needed to meet future information

technology needs in clear and concise manner to management and the user

community.

  • Problem Solving - Identifies problems; determines accuracy and relevance of

information; uses sound

This position requires a Project Management Institute, Project Management Professional Certification (PMP) and or ability to achieve the Federal Acquisition Institute's Mid-Level Program/Project Manager Certification (FAC-P/PM) within 18-months of entrance of duty (EOD) date (Contingent upon training and available funding)
