Duties

Recognized as a subject matter expert who performs multiple and complex assignments under the minimal guidance of a Director or Executive Director. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Often represents as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and provides recommendations to senior management positions on or changes to major projects/ policies/issues. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Applies experience and expert knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments may include (but not limited to) acting as the rulemaking project manager on assigned rulemaking, exemption and rule making committee projects. Applies senior level experience and expert knowledge on a wide range of projects from its inception to completion. Keeps all assigned projects and tasks on track with its approved schedule. Facilitates team meetings by managing the team members and any issues that may arise to ensure that the team's objective are met.

Leads and/or supports ad-hoc activities to review, evaluate, and analyze proposed and established regulatory policies and guidance. Develops and analyzes program requirements and plans, and recommends changes as necessary to ensure they are kept current and consistent. Retains "ownership" of the rulemaking documents during the drafting process to confirm accuracy while ensuring the documents are written clearly and meet all applicable format and content requirements. Responds to internal and external communications, presents project status documents and briefings to executive leadership, or other actions in support of the mission of the FAA, Office of Rulemaking. Project Management including conducts review, analysis, and evaluation of agency-wide rulemaking policies and apply to rulemaking process as needed. Identification of stakeholder requirements and design of strategies to meet those needs. Integration of tasks completed by others into a cohesive and consistent project deliverable.

Quality Assurance/control, including develop and monitor project schedules to ensure on-time deliverables. Use of standard desktop tools for project tracking including spreadsheets, databases, and collaboration support tools.

Provides expert guidance and instruction both internally and externally, addressing diverse, complex issues which often crosses multiple project/program functional areas. Formulate and recommend positions on major projects, policies, and/or issues to senior management.

Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

To qualify for this position at the J-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience responding to a regulated community for consideration of proposed regulatory action or relief from specific regulations, including petitions for exemption or clarification of regulatory documents. Experience reviewing, analyzing, and evaluating aviation safety policies and procedures.
