Duties

The Program Analyst position is a recognized subject matter expert in providing analytical support and guidance to ADE for ensuring effective delivery of services, and efficient use of organization's resource. The analyst provides leadership for highly complex and challenging Solutions Software Delivery contractual activities and business operations of ADE under the minimal direction of a manager. Acts as a principal specialist to develop new and innovative approaches, methodologies, and techniques to define and direct challenging projects and activities to best provide data, tracking, analytics to optimize efficiencies across ADE. Conducts program analyses to advise management on critical, complex planning and resource utilization issues across ADE. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Applies experience and expert knowledge of analytical and evaluative methods and techniques to conduct functional activities for assessing program operations and organizational effectiveness and efficiency, including the planning and development; and often require the development of new and innovative approaches. Gathers and compiles technical requirements and translates into contractual documentation such as contract packages, including but not limited to, Statement of Work (SOW), Independent Government Cost Estimate (IGCE), Sole Source Justification (SSJ), and other contracting documentation. Analyzes program's accounting and expenditure data and advises management of unusual deviations from established plans. Develops and maintains tracking systems, and reviews documents for accuracy and validity of need, resolves discrepancies in accounting data and identifies trends and problem areas which are indicative of inefficient resource utilization. Stays alert to changing customer needs and challenges, seeking and using customer feedback and suggestions to enhance effectiveness.

Uses program management principles to plans and schedules program activities. Identifies, defines, and organizes resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements and monitor expenditures. Leads teams in performing activities, such as conducting complex studies, conducting benefits analyses, reviewing and processing invoices for service contracts. Uses analytical data to evaluate programs, develops baseline measurements and compares trends against established baseline. Tracks trends in data and formulates projections based on the trends. Compiles data to provide recommendations to improve ADE business processes, policies and or work distribution.

Contacts are internal/external, with regular contacts among AIT, customers, and other external parties. Works with the contract officer representative (COR) and contracting officer to represent ADE requirements and interests. Often represents ADE as a principal point of contact to provide advice on the application of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience leading teams in performing activities, such as conducting complex studies, conducting benefits analyses, reviewing and processing invoices for service contracts and developing baseline measurements and compare trends against established baseline.
