Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Partner Relations Group (PRG). As a Health Insurance Specialist, GS-0107-13, you will coordinate externally facing public information campaigns and increase partnerships designed to equip the public with the information it needs to make informed decisions about health care and about its rights and responsibilities under CMS programs. Responsibilities Develops, evaluates, and implements plans, strategies, processes, and policies that guide education and outreach activities for a geographical area or segments of larger agency programs. Develops and implements tactical communications plans and strategic partnerships to provide information and promote awareness of CMS programs and initiatives. Implements strategies for wide dissemination of information to assist beneficiaries and consumers in making informed health care choices. Prepares all forms of written correspondence regarding education/outreach programs issues to the public, Congressional staff, industry contacts, and State representatives. Evaluates and analyzes the impact of new or revised changes to legislation before Congress pertaining to any CMS program. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Publicizing consumer education products to communicate health care program options to customers; (2) Organizing outreach activities such as public relations, publications, conferences, and presentations associated with health care programs; AND (3) Serving as an advocate to investigate and resolve customer complaints as related to health care education and outreach activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
