Summary Description
Under direction of the Early Childhood Unit within the Division of Early Childhood and Title I Programs and Recovery Funds, assists with the implementation of pre-K/Head Start programs, Early Childhood Centers, and Blueprint for Maryland^s Future Early Childhood requirements. Supports the development and monitoring of grants. Primary responsibilities include coordinating professional learning for high-quality prekindergarten experiences, collaborating with school-based and central office staff members to coordinate the prekindergarten/Head Start registration and enrollment process, providing leadership and training to program staff, meet federal, state, and local early childhood mandates and requirements, including the Head Start Performance Standards and Blueprint goals. Works closely with other Montgomery County Public Schools (MCPS) divisions to ensure high-quality prekindergarten experiences, to enhance understanding of current Head Start, Blueprint, and early childhood requirements, and ensure compliance in the implementation of federal, state, and local early childhood initiatives. Drafts correspondence and memoranda. Supports collaboration of the Maryland State Department of Education (MSDE) funded pre-K Expansion Program (school and community based) and other Montgomery County pre-K expansion initiatives. Using available data, works in conjunction with other MCPS offices in support of school readiness and equitable practices that support diverse learners in Montgomery County. Job Specific Information
The coordinator will manage the Maryland State Department of Education (MSDE) accreditation/validation and Maryland EXCELS processes for Prekindergarten/Head Start classes as mandated through the Blueprint for Maryland’s Future. Assists with Title I data collection and reporting procedures for early childhood programs. Responsible for data management and school support for all programs engaged in accreditation/validation/MD EXCELS. The coordinator will supervise the management and expansion of Judy Center Early Learning Hubs. Responsible for managing the development, writing, implemention, and monitoring of the annual MSDE Judy Center grant, and managing the Judy Center early childhood partnership program. The coordinator will work in concert with affiliated elementary school principals, staff, parents, MSDE, internally with division staff and MCPS offices.

Knowledge Skills Abilities
Thorough knowledge of effective early childhood programs and services for children birth to Grade 2. Knowledge of current research and trends in early childhood education (including the early care priority area of the Blueprint for Maryland^s Future), and the Federal Head Start Performance standards, with special emphasis on developmentally appropriate culturally competent curriculum, instructional practices, and assessment. Knowledge of research and evidence-based instructional methods and practice-based coaching. Extensive knowledge of current research of early childhood practices and methods for ensuring school readiness. Knowledge of the Maryland EXCELS accreditation and validation structures for early childhood classes. Ability to work effectively with central office administrators, school-based administrators, teachers, instructional specialists, and support staff members to support the implementation of high quality early childhood programs that focuses on children impacted by poverty, mobility, Emerging Multilingual Learners, and children with a disabilities. Excellent planning, organizational, management, and oral and written communication skills. Ability to prepare grants, reports, papers, and presentations that include effective data displays and analysis of progress. Outstanding teaching and leadership required, including assessing program needs, professional development, and program implementation. Ability to co-plan and develop training sessions in collaboration with other departments including the Division of Prekindergarten, Special Programs and Related Services and agencies to support on-going professional development for staff. Excellent oral and written communication skills; cultural competency; and interpersonal skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and knowledge of the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS).
Education Training Experience
Master^s degree in early childhood, elementary education, school administration, or other related field from an accredited college or university. Five or more years of experience in teaching and/or administration with diverse populations in public schools with primary-age children, pre-K-2. Course work or training in staff development, supervision, curriculum development and instruction desirable. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. Documented experience in developing programs, planning parent outreach activities, aligning curriculum with best practices, working with principals and early childhood staff, and leading staff development initiatives. Experience various data points to develop and prepare reports and presentations. Experience using a variety of online meeting platforms to facilitate virtual and hybrid meetings with internal and external stakeholders.Certificate License:Meets Maryland certification requirements for administrators and principals or Administrator 1. Completed Observing and Analyzing Teaching I and II or within one year of the position start date. Certified as a Classroom Assessment Scoring System (CLASS) observer or must receive certification in CLASS within six months of hire date.
