Conditions of Employment

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • U.S. citizenship is required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The duties of this job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

  • May occasionally be required to work other than normal duty hours; shift work and/or overtime may be required.
  • Federal employment suitability required and determined by a background investigation before appointment to position.

  • Must have a valid driver's license.
  • Must be able to obtain/maintain the necessary security clearance for the position.
  • Incumbent of this position may be required to participate in a Medical Surveillance Program to evaluate exposure to potentially harmful physical and/or chemical agents. This may require pre-employment and yearly physical examinations.

  • Must attain DoD Security Cooperation Workforce (SCW) Certification and requirements with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements.
  • Proficiency Level 2 - 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Must complete DoD SCW Practitioner level certification within two years. 60 hours of continuing education (CUE) every two years.

Areas of Consideration:

Area 1 - Current permanent and indefinite T32 technicians of the Oregon National Guard.

Area 2 - Current permanent and indefinite T5 employees of the Oregon National Guard.

Area 3 - Current service members in the Oregon National Guard.

GENERAL And SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS

Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control. Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

Must have 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
