General Description

  • NATURE OF WORK

Plans, coordinates, and performs a variety of advanced technical and maintenance work in the operation, maintenance, and repair of water maintenance, water treatment, and power generation canal and associated facilities and appurtenances in a lead worker capacity; does related work as required.

Essential Functions/Duties & Responsibilities

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. Performs as a lead worker to two or more assigned employees on a recurring daily basis upon assignment of the supervisor; provides technical and non-technical training and guidance concerning work procedures; plans, assigns, and re-assigns work; monitors and approves work for completion and conformance with quality and safety standards; and provides informal assessment of workers’ performance to supervisor(s).

Assists Water Field Supervisor in monitoring and maintaining canal compliance to all applicable local, state, and federal regulations.

Monitors the performance of all equipment, gauges, and charts within the reaches of the canal system and facilities; records statistical data concerning operations; maintains, operates, repairs, and replaces equipment as necessary; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and writes reports as required.

Operates, maintains, and repairs or coordinates repair of malfunctioning equipment and appurtenances of the canal system and facilities; repairs gauges, pumps, valves, and other controls and equipment. Calibrates, modifies, or repairs instrumentation and control equipment including recorders, flow meters, and other water quality monitoring equipment.

Operates head gates and valves to control and adjust flow in the canal and coordinates flows as needed for the City of Albany and the City of Lebanon water treatment facilities and flow requirements for power generation, irrigation and flow augmentation.

Assists Water Field Supervisor in the coordination of maintenance needs; directs, coordinates, and performs operational maintenance projects and tasks. Works with city maintenance staff and contractors as needed.

Assists in development of the canal safety program.

Orders and inventories operation parts, supplies, and materials.

Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.

Serves as a member of various City committees as assigned.

Assists other staff in the performance of their duties as assigned.

Maintains regular job attendance and adherence to working hours.

Operates a motor vehicle safely and legally.

Supervision/Lead Work Exercised

This is a lead worker position. Positions in this classification are responsible for lead work and/or coordinating the work of assigned employees on a recurring daily basis upon assignment of the supervisor. This position performs the following work in a lead role: assigning, reviewing, and approving work; mentoring, coaching, and training; and providing input on performance.

Qualifications & Requirements

  • EDUCATION AND EXPERIENCE

Graduation from high school or GED. Prior experience in: the maintenance and/or repair of public improvements such as open waterways, water systems, or related utility services; records and data management; and leading the work of others; or any equivalent combination of education and experience that would provide the necessary knowledge, skills, and abilities to successfully perform the essential functions of the position.

  • KNOWLEDGE, SKILLS, AND ABILITIES

Advanced knowledge of: equipment, facilities, materials, methods, and procedures used to operate and maintain a water source and power generation canal. Knowledge of principles and practices of effective leadership; safety policies and practices; and related local, state, and federal regulations.

Skill in operation of tools and equipment used.

Ability to: lead and be a member of a self directed customer oriented work team; perform flow control calculations; work safely; plan, assign, lead, and review the work of assigned employees; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other departments, and the public; and understand and carry out written and oral instructions.

  • SPECIAL REQUIREMENTS

Possession of or ability to obtain applicable State of Oregon Water Distribution Operator certification(s) as assigned, and as Oregon Health Division time and experience requirements are met.

Possession of or ability to obtain a valid Oregon class A commercial driver's license within 6 months of hire.
