Position Qualifications

An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: possession of an Associate’s Degree in accounting and three to five years of office or business experience, and one (1) to two (2) years of experience in management dealing with the general public or equivalent.

Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

DISTINGUISHING JOB CHARACTERISTICS

Under direction, manages utility accounts operations for City-supplied water, sewer, storm sewer, and trash services.

Essential Duties And Responsibilities

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Reasonable accommodations will be made for disabled persons, covered by the Americans with Disabilities Act, in accordance with its requirements.

  • Manages, coordinates and plans utility account operations and services.
  • Supervises Utility Billing Clerks in performance of job duties and responsibilities related to computer billing and collection functions. Assigns tasks, provides direction, advises, plans and posts billing schedules, and ensures timely and proper completion of work load. Oversees compliance with Utility Rules and Regulations, City Ordinances, and procedures. Conducts initial interview and screening of job applicants and recommends hiring.
  • Resolves customer complaints. Personally handles difficult problems or advises employees regarding appropriate resolution. Collects information and represents Division’s position in hearings over disputed bills. Sets up extended payment arrangements for customers with extremely high bills. Assists customers in seeking arrangements for payments and refers to agencies for assistance.
  • Prepares and maintains payroll records for Utility Billing Clerks.
  • Confers with Data Processing Coordinator regarding improvements and maintenance of computerized billing system.
  • Confers with attorneys regarding changes of ownership and special circumstances and with bankers and realtors regarding closings. Confers with public service accounting about billing and collections, budget information, and audits.
  • Verifies cashier’s receipts and makes bank deposits. Adjusts billing and issues credits due to misreads and errors.
  • Screens delinquent accounts and processes turn-off orders and ensures compliance with legal stipulations. Initiates collection of bad checks, provides information to City Law Director for filing charges, and testifies in court.
  • Bills County Sewer usage. Oversees accuracy of utility billing charges, tax assessments, water tap and other charges and receipts, delinquent notices, and customer account information. Directs inquiries to city departments. Prepares all monthly billing accounts for delivery. Processes all commercial County Sewer bills as well as Industrial Pretreatment and water line extensions.
  • Prepares letters, reports, and other documents.
  • Orders forms and office supplies and equipment within spending constraints.
  • Prepares daily deposit reports, dispute and incident summaries, turn off lists, and other reports.
  • Review and enforce AFSCME staff adherence to contract, resolves grievances.
  • Audits customer contracts regularly.

OTHER DUTIES AND RESPONSIBILITIES

Transports bank deposits with police escort in absence of Public Service Auditor or other designee. Enters and verifies bill adjustments. Performs subordinates job duties as needed to fill-in.
