Duties

  • Serve as a Technical Director providing complex technical and analytical capabilities to support development of Medicaid section 1115 demonstrations.
  • Lead or conduct analyses and special studies of policy issues and topics related to Medicaid section 1115 agreements and/or other policy areas of responsibility that are located within the division.
  • Serve as a resource person and technical authority and coordinates cross-cutting projects and conducts special assignments on a wide range of significant management, operational, and policy issues.
  • Provide guidance and direction to the team members, individually and collectively, on matters related to section 1115 demonstrations.
  • Prepare a variety of written products, including briefing documents, talking points, evaluations, reports, and issue papers.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical guidance on policies pertaining to Medicaid Section 1115 demonstrations; OR the conduct of evaluations of Section 1115 Demonstrations; 2) Overseeing projects and associated resources to enhance program advancements in support of the organization's mission; AND 3) Creating technical written documents (i.e. health policy statements, special terms and conditions, evaluation summaries) to inform decision making about policy design, implementation, or compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular full-time in-person reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate with alternative work schedules at the manager's discretion.
