Description
This Telecommunications Network Specialist II (Specialist II) reports to the Chief, ISD Telecommunications, in the Network Services Division, Voice work group, of the Information Technology Services Department (IT Services) and under direction assembles, installs, maintains, modifies and/or repairs telecommunications network systems and equipment and performs related duties as required. This is the full working level in the Telecommunications Network Specialist series and requires journey level proficiency in the full range of activities.
EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5% or 5.0% based on completion of Associate's, Bachelor's, or Master's degree.

The Telecommunications Network Specialist II is represented by the International Union of Operating Engineers (IUOE) and is eligible for overtime compensation.

Examples Of Duties
Duties may include but are not limited to the following:
- Installs, tests, modifies and adjusts telecommunications equipment (e.g., telephone PBX, key systems, cable infrastructure, multiplexers and modems).
- Uses inventory systems to support asset management, billing systems, parts/materials listings, and equipment performance monitoring.
- Install and service low voltage cabling.
- Operates and monitors telephone equipment; identifies cable faults and makes repairs where necessary.
- Constructs and assembles standard/custom communications equipment and prepares reports of work completed.
- Maintains and updates all configuration documents, modification documentation, and work logs.
- Uses inventory systems, e.g., VeraSmart; Nimbus software tools, proprietary programs to support asset management, billing systems, parts/materials listings and equipment performance monitoring.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE: Considerable technically skilled telecommunications and business equipment/systems repair experience which includes a wide variety of primary and support data, telephony and/or radio communications equipment and which demonstrates possession of and competency in requisite knowledge, skills and ability.
NECESSARY SPECIAL REQUIREMENTS: Possession of valid California driver license is required.
APCO, FCC, Northern Telecomm SL1/Meridian and/or Micom certification is desirable and may be required for specific assignments.
May be required to participate in regularly scheduled evening, weekend and holiday standby assignments.
This is the full working level in the Telecommunications Network Specialist series and a minimum of three (3) years recent related experience at the journeyman level demonstrating proficiency in the full range of activities for data communications and telephony including system and equipment installation, modification, maintenance and repair is highly desired and may be used as screening criteria. This is represented by considerable knowledge of
- the principles of electronics and related concepts
- the functions of state-of-the-art telecommunications networks
- the tools and test equipment used in the repair and servicing of telecommunications and business equipment
- NEC rules and regulations
Demonstrated expertise in recent work experience is highly desired in the following skills and abilities:
- pulling, terminating, testing and troubleshooting low voltage cabling
- maintenance and repair of Nortel, Public Branch Exchange and PBX telecommunication system components
- the diagnosis, testing and repair of telephone circuitry and equipment
- install, program, troubleshoot and repair VoIP technology, Norstar key system units, KSU
- understanding and adherence to laws, regulations, and policies governing telecommunications operations and procedures for the standardized implementation of networks
- effective communication both verbally and in writing
- ability to establish and maintain cooperative relationships
- demonstration of tact and diplomacy
- understanding and working with blueprints, schematics, and other design documents
- maintenance of accurate records documenting work performed
- research regulations and/or technical reference materials
- maintain confidentiality of information
- recognize and respect limit of authority and responsibility
- collect and analyze data and electronic test information to support networks
- proficiency using MS Word, Excel, PowerPoint and Visio
Incumbents Will Be Expected To Perform Manual Labor Associated With Repair And Servicing Of Telecommunications And Business Equipment Which May Include
- lifting objects weighing between 50-100 pounds
- work outside normal business hours
- color recognition/ identification in cable pulling and termination tasks
- the full range of body movements involving reaching, bending, grasping, and climbing
Work may involve working with batteries, asbestos and other hazardous materials; exposure to inclement weather conditions and independent travel.
